A pesar de los esfuerzos desde 2012 para enfrentar este fen\u00f3meno \u2014incluyendo normativas, interdicciones y sanciones penales\u2014 la actividad contin\u00faa expandi\u00e9ndose. Este informe destaca la falta de un sistema oficial de medici\u00f3n que permita conocer con precisi\u00f3n la magnitud del problema, lo cual limita la efectividad de las pol\u00edticas p\u00fablicas.
